It makes most sense for Garam to feel irritated with Urek because he's someone who is completely capable of killing Zahard yet refuses to do so. I'd say I'm more a fan of the "psychological games" from A.A. than the top High-Rankers, evenmore since now we know "in shinsoo control"=power, The irregulars are cheating, so finding a regular with  "a kind a strength not seen in irregulars" makes me really hopeful for the future of the story (eventhough it means SIU is going to have headaches for making the story more "intellectual" :p).
